In distress, the prostitute called the police for assistance. Subsequently, law enforcement gained access to the room and, according to Bremer, “ultimately deployed an electroshock pistol, so-called Taser for their own safety.
” Whenever a Taser is used, an ambulance crew is automatically alerted. They requested a paramedic because the client continued to be agitated. The paramedic administered medication to the man, but shortly thereafter, he collapsed and passed away a few hours later in the hospital. The Public Prosecutor’s Office has initiated a death investigation, examining whether there are specific indications of criminal negligence on the part of the police or medical personnel related to the man’s death.
Ulrich Bremer stated, “For this purpose, all potential witnesses, both male and female, will be interviewed, and additional evidence such as police body camera footage will be evaluated.” Special attention will be given to conducting all necessary forensic examinations to determine the cause of death. According to information from EXPRESS.de, the deceased individual may have been under the influence of drugs.
An autopsy has been ordered. For reasons of neutrality, the Bonn police have taken over the investigation in coordination with the Cologne Public Prosecutor’s Office. The guidelines of the North Rhine-Westphalia (NRW) police authority state that a Taser is only suitable for “static operational situations” when a person has not yet attacked but appears to be on the verge of doing so.
“The use of the electroshock pistol should aim to avoid hitting specific body regions,” states the regulation, including the head, neck, heart area, and genital area. It is not recommended to use the Taser on elderly individuals, pregnant women, or children under 14 years of age. Additionally, when there are bystanders nearby, the use of the Taser should be avoided. If a police dog is present during the operation, precautions must be taken to ensure that it does not bite the person being tased and avoid receiving a shock itself.
The Taser was introduced as a police tool in some police departments only in 2021, and these devices remain a topic of political controversy. According to the State Office for Central Police Services (LZPD), in North Rhine-Westphalia (NRW) up to September of this year, Tasers have been drawn 1,056 times, with “mere threat” usage in 853 cases.
